Mind-flexible mastery matchmaking brokers quietly active in the chemical market but the current law is still blank in this area

The reporter saw at the ordering meeting for chemical products of salt industry in Weifang City, Shandong Province. Wang Xiuhua, a chemical agent from Dongying City, was making a bridge between Japan and the United Kingdom for the export of products from the Yamato Melting Snow Plant in Weifang City. The plant manager told reporters that these chemical brokers are smart and understand market conditions. They have come forward and many words have been said. Many things are easy to handle and many businesses can be accomplished. The reporter found that nowadays, at various exhibitions and ordering conferences, large and small, it can be seen that chemical agents wearing brokerage certificates issued by the business sector are active. The chemical agent team that has risen up quietly has already been accepted by enterprises more and more, and has made great contributions to the sales of chemical companies.
It is understood that chemical agents first appeared in some chemical provinces. One of its functions is to promote products to both supply and demand, and to contact customers in multiple ways. The second is to sign insurance contracts and provide intermediary services for enterprises. Chemical brokers collect intermediary service fees according to the agreement with the target. In the city of Weifang, Shandong Province, where chemical companies are concentrated, the number of chemical agents has grown to 3211, brokerage agencies have reached more than 1,300, and the total number of brokerage operations has reached 385 million yuan. The pace of development is very rapid. In cities where chemical companies such as Dongying City and Zibo City in Shandong Province are concentrated, they also approved the establishment of a chemical brokerage association through the civil affairs department.
At the same time, the reporter also learned that due to the lack of regulations on the management of brokers in China, some “black intermediary” brokers have emerged one after another and disrupted the chemical market order. Not long ago, a “black intermediary” in Shandong Haihua District defrauded more than 200 tons of calcium carbonate from a chemical company and sold it to outside users. These 'black media' did not apply for a broker's qualification certificate, and they could not find their whereabouts. Enterprises complained.
Experts believe that it is wise for chemical companies to hire brokers who understand market conditions and be able to make bridges to serve as risk management consultants. It is also an international practice. However, the current laws and regulations concerning the market, such as the "Contract Law" and the "Consumer Protection Law," have no provisions for the management of brokers. How the chemical brokers implement industry self-discipline, whether they enjoy exercising their right to interpret the contract, etc., all need to be regulated. The state should supervise the brokers in the form of legislation in accordance with the law, and give full play to their role in stimulating the market and promoting circulation, as well as safeguarding market order and the interests of all parties.
