On August 17th, when the Tianjin Environmental Protection Bureau interviewed the city's efforts to rectify polluting enterprises, it was unexpectedly learned that some heavily polluting chemical companies that were closed during the city’s renovation were led away by other regions as development projects. In the town of Xiditou in Beichen District, where the pollution was more serious, 13 polluting enterprises were banned and 15 companies were suspended. The relevant person of the Tianjin Environmental Protection Bureau emphasized that in the future, the project will be strictly examined and approved, the policy will not be supported, the land will not be requisitioned, and these heavy polluting enterprises will not have a foothold in Tianjin.
However, what the Tianjin environmental protection department did not expect was that these polluting chemical companies that could not stay in Tianjin had gone through various channels to develop in other provinces and cities. According to the reporter’s understanding, more than 20 companies with serious pollution have already invested in Huangxi, Yixian, Hebei Province, Leling, Shandong, and county-level development zones in Gansu and Ningxia respectively. A considerable part of these enterprises were introduced by the local government as investment attraction projects.

According to sources from relevant parties in Tianjin, most of these heavily polluting heavy chemical companies are companies that produce dye intermediates, and their production capacities are more than 2 tons per day. For every 1 ton of such products produced, more than 5 tons of industrial wastewater will be discharged. The reason why these companies cannot establish their foothold in Tianjin is that they simply cannot invest in pollution control.
